How do I organize my writing to write an essay where I have to identify problems and suggest solutions?

First of all you should study the question carefully and note down the problems and possible solutions.
Start your essay with a general introduction: this can be one or two sentences. Then you can identify the problem.
Now you have to give reasons for the problem/s. Use an expression like

One of the main reasons for this problem . . .

An additional problem is . . .

Another issue is

One solution . . .

Another possibility. . .

Also

In your conclusion you have to evaluate your possible solutions, and make an overall comment.
